Well, that's why the hard-drugs addicts and the genuinely mentally ill/cognitively deficient need formal places to go that give them the help they need, rather than just warehousing them/giving them constant handouts and otherwise enabling their situation to continue.

The problem is that the mental hospitals (in the USA) and other live-in facilities (of any kind, anywhere) for these various types of person have both a bad rap, and a bad tendency to attract bad actors to authoritative jobs therein ....
