Sault Ste Marie, Ontario has been known to do the same thing, but not for criminals per se, simply for anyone who came rolling into their EI/Social Services office looking for work or help - all they would do is give you a bus ticket to anywhere in Canada you cared to be that wasn't Sault Ste Marie. (The work situation was just that damn hopeless there.)
As for someone hiding out in someone else's basement for multiple months, I knew someone who managed to do that, too. Basically, he got away with it for so long by not touching/stealing anything.
I wouldn't expect that city to have such a dire job situation. It's on a shipping lane and a border city with the only border connection for 100 miles... I could see tourism going down after requiring an enhanced license to cross. My wife and I haven't been back since that passed.
