"Glowy" or "Glowies" are government-sanctioned people/organizations/operations designed to push the narrative or infiltrate other organizations to play into the way the government wants the narrative to run. The name comes from a reference that they stick out so much (in a "Hello, fellow youths" way) that they glow in the dark.
