That many strategic bombers can let loose a lot of anti-shipping missiles, maybe enough to make the USN break sweat swatting them down if it came to it - maybe enough that Biden looks at the potential costs and decides it's not worth risking USN assets to annoy his constituents and lets them have Taiwan.

The last 18 years since has seen massive leaps in capabilities and lethality. Much of it has been improved specifically to get better accuracy to avoid collateral damage in COIN, but that still means the weapon are far better than what they were two decades ago.
Ironically the "Military Industrial Complex" has received massive funding through the GWOT years, and a lot of it has actually borne fruit in producing better capabilities that would transfer well into a full war.
