Once again the weasely treatment of equity and equality as interchangable despite being vastly different lets them mislead the ignorant whilst being able to technically handwave away accusations of lying.

Joe Schmoe might read that thinking it will be distributed equally and fairly, but equitably is just priming to say "We'll pick who gets it, and if you ask why we'll just tell you some people just don't need it enough. And you better not ask for more explanation than that, or we might decide you have too much free time to need equal access to civic services too."
