I live in an area where I was taught sex education at school very early. These "minors" should absolutely know what they are doing. But since the government is really lax about it, most start having sex before the age of 18.
There is no difference between a minor having sex with another minor and a pedophile having sex with a minor. I oppose both, and think both should have the same punishment.
Why don't they teach kids to contain their urges? They also purposefully have an education system where boys and girls are in the same room. Of course they are going to have hormones. Then they are going to fuck and tell everybody about it and not a single thing will be done. I've had 13 year olds boast about having sex at school. And they very well knew the consequences about it. The girl even worried about if she was going to become pregnant. Since nothing was done about it, it encourages it.

Solution:
*Treat and shame them both the same.
*Have education where boys and girls go to different schools.
*Make it illegal for minors to have sex below 18 and make it heard everywhere so people can't claim they didn't know.
*Police should give a fuck about it. When someone boasts about having sex at the age of 11, they should be investigated and jailed in some youth prison.
*Punishment should be severe so people will be afraid of doing it in the first place.
So yes, parents should be forced to teach their kids about not having sex before 18 and the law should punish the people that do.
When they don't get punished they are going to tell their children its normal and totally worth it and their children will do the same and it will continue. Whereas if they got jailed they would make sure their kids don't do the same and they will tell them about the consequences and how it isn't worth it.

And why 18 specifically? It has no scientific meaning. No scientist said that people less than 18 are incapable to think about sex. That's why the age of consent is not 18 in most places but 16.
