Basically they build a "pattern of tourism" on their passports, go to a bunch of random countries, and leave. Then they attempt to enter a desirable western country (USA, Canada, whatever) as a "tourist" and then never leave. It's a ploy to trick the consulate into issuing them a visa, because they have a history of being tourists, they're less likely to simply just overstay their visa as a parasite, or so that was the thinking before jeets scammed it.

Isn't it more efficient to go to countries with lighter visa restrictions though? Japan and south east asia is right there. And a Schengen visa + a flight to Europe ain't exactly cheap. Or they planned to overstay the visa in Germany since the Icelandic visa does usually allow access in the entire EU(minus Ireland)
I think they just go anywhere they get accepted, they're scum.
