It depends how you define it. They're obviously not going to be making giant games that require the latest and greatest hardware but they can pack quite a lot into a game that only requires minimal specs and that's an impressive technical feat on its own. Between not being beholden to shareholders and not being held back by jeet code they can afford to optimize their games and therefore get a lot out of old/unimpressive hardware.
