You're probably right.

I'm not sure how there is a third option between "there was a raid" and "there wasn't a raid", but if anyone can somehow fuck up a binary choice, it's government.

What if there wasn't a raid but the files were still taken because Gabbard's office turned them over? That would be a massive story, of course, not that it would ever see the light of day.
