Indians has the idea called "Jugaad", where if they can take advantage of a system it's admirable to exploit it ad the detriment of others and you are considered stupid by indians if you don't.
That's why there are all those scam callcenters asking for gift cards. Now imagine when they get to know about free welfare in the west... they all rush here because it would be considered stupid not to do so.
