The White House Correspondent's Dinner is for "White House Correspondents" ok? The "press pool" who are certified to cover the White House. It is they who invite the PotUS to "roast" him. He doesn't have any say in the guest list.
So: in the past? A "roast" meant light-hearted jokes & digs. Criticism & complements both subtle or overt, but generally funny. After Bush? It became a platform to openly insult the PotUS if he was a Repub, or tongue-bath him if he was a Dem. Clinton got a few jokes at his expense, but they were mostly "backhand compliments" like SNL did in their "skits" during his terms.
Example: "Bill got caught having extra-marital sex"
"Tee hee, he had sex! Let's impeach him! Tee hee!"
