There are plenty of published research papers and declassified government documents detailing weather manipulation of all kinds, including steering hurricanes, stopping rain, starting rain, creating tornadoes, creating floods, creating earthquakes, using the ionosphere as a resonating, emf amplifying mirror to affect weather anywhere on earth, etc etc etc. This shit has been possible since at least the 60's, from the first very public hurricane steering experiment which made a harmless storm make a 150° turn back into land and double in strength before crashing into Georgia and South Carolina.

Numerous governments around the world have public weather modification programs. The UAE's program is regularly featured on the news discussing the weekly forecast.
