I won't get into it here, but I know a lot about that system. The States literally buy and sell children to each other. The federal gov't pays the counties for the cost of housing these kids. Some counties have "transferred" custody to others in exchange for a percentage of the money.
Think about that. WHY are they splitting the money? To this day, I have not found a family lawyer or a CPS official willing to answer that question. The American gov't buys and sells children. That is a fact!
