people who can't do institutional art join the military? or somehow once in the military they can no longer do art at all? or there are zero "creative" jobs in any other industry that might benefit from having this skill? you think the military doesn't itself produce artwork of all kinds?
how many amazing painters or sculptors does the world actually need? there was never any mass market for this skill nor is there ever going to be. the mass market is purely in perverting this skill to manipulate people.
the old world art that we all draw so much inspiration from was either commissioned from starving artists or was the work of someone with a wealthy patron.
anyways the best painter I've ever personally met makes most of her money running a bakery. works out just fine.
