There's a lot of English on the shop signs in the foreground area. Was this taken from a luxury cruise ship?

The background scenery is glowing blue. Looks unnatural.

Yokohama Bay Quarter is a shopping mall overlooking the bay. Also you can see this is right next to a bridge.

Even the mall's sign is in English. Seems very tourist friendly.
