If you're talking that conflict between Germany and Britain, it depends on how you count the start of British bombing, it could be weeks, or months, but yes; Britain did it first in that conflict, and Germany tried for peace before responding with the Blitz.
If you're talking overall, as I said in my other comment, Germany was absolutely willing to bomb civilian targets from the very start, and they did so in Poland, as well as in the Netherlands. No one was particularly honorable in WW2, and Germany absolutely bombed civilians, from the very start, and intentionally used terror tactics.
