There's a few tricks up the President's sleave though. The President can appoint a puppet to the IRS and all but encourage tax evasion because the IRS won't go after anyone avoiding taxes. Then the President can suggest a budget with 80% lower taxes and spending even if congress doesn't accept it.
Problem with that is that unless Congress codifies all that into law before the president leaves office, the next president can reverse it all and instruct the IRS to start squeezing people for all those evaded back taxes.
