It's one of those technicality things they love. Sure, normie jews don't study that, or really any scripture, they just get what passes as moral guidance from their rabbi, who gets all his morals from the talmud and zohar. So he can honestly claim to have never read it, even though he's been taught to behave according to its teachings.
