Look at Michael De Santa, the former bank robber trying to leave that life. He gets dragged back in by Trevor's re-appearance, and you find out that he set the crew up in North Yankton to escape that life.
Can you imagine a story about a woman backstabbing her closest friends and allies, leading to one of them dying, purely because "she's done with that life"? Can you imagine the way women would react to being depicted in the conflicted way GTA protagonists are written in the modern era? No matter how you write her, to be a genuine GTA protag, she isn't going to come off as an ad for female empathy and morality like women demand every depiction of them does.
They're going to have to make him the evil one, while still not portraying her as merely deferent to him. It's going to be an absolute clusterfuck trying to make the female protagonist work. How can you depict women in the only way they accept, in a game like GTA that is built on the moral failings of the characters and how they influence the story?
They're going to try too hard to make this insufferable bitch look like the good guy. When in every game they never sugarcoat the fact that you're playing as a criminal, going around doing criminal activities.
