Now, there's additional fees for contracts allowing for online payments instead of having to call some jeet call center to make payments.
If the system doesn't collapse first, I'm sure ""competent"" jeets will take their place eventually. Pay a bribe and they put in the right code. Don't pay and well, have fun with that. Won't that be fun?
