It's a demoralization tactic. He is rubbing our noses in the fact that he is doing the exact thing his entire base voted against, and there isn't anything we can do about it. And it's working, as the GOP is going to get absolutely destroyed in the midterms. And then Trump will just tell us all that there is nothing he can do about the things we want to fix, so we will just have to focus on fixing Israel's problems instead.

There's no way he actually believes that would work. So if you take this view, the only explanation is that he wants to destroy the United States. That doesn't make any sense.
The more parsimonious answer is that he needed to make a lot of friends save himself from the January 6th beartrap he stepped in, and also to pull off a win in 2024. Those "friends" are calling in favors and Trump is dancing on a table trying to balance that with populism, and failing miserably. Nobody walks off a deal with the devil.
