It's long known and has become pattern recognition to the general audience. If a dev creates a good looking character, they'll design one that appeals to their prospective audience and that naturally leads to them thinking 'what else might appeal to them? What gameplay do they like? Story etc.
Making ugly characters as a statement means you are already antagonistic to your audience so will not bother making a fun game or story for them. And now it's sunk in enough that they spot ugly, they don't buy.
Now more important question, have we got a big leg and thigh fetish with these hot characters? There is boobs and butt there does seem to be a focus on sculpted legs?
This is what I came here to say. The ugly "women" are a symptom of a larger problem. Either the devs don't care enough to make a good game or the devs aren't trying to make a good game, they are making propaganda instead.
You're partially right but still missing a key element.
The detachment from reality matters here.
It is easier to imagine a white guy being able to fly and bulletproof and strong enough to stop a moving train than it is to imagine a black lesbian woman being a physically normal human and having heroic and selfless traits. It is just too far removed from what life tells us to even be acceptable to the brain in fantasy worlds.
