I have been reading teacher drama today. Something I learned is that when the teachers are blaming the students, it's really the administration's fault because they're mainstreaming students that aren't ready to be in classrooms because its cheaper.
It's an abuse of the least restrictive environment to suit the school's needs leaving all the children, and the teachers to deal with difficult situations that could be avoided. But, it would cost more money.
