$5m was all they had to develop GTA 3. Once more, like the original 2D title, the game is going over-budget and over-long on its dev time; it was supposed to be out for Christmas 2000 on the Dreamcast. Then the Dreamcast died and it still wasn't close to finished. Summer 2001 is optimistic and then 9/11 comes, and they need to make necessary alterations just as the discs are getting ready to be pressed.
