It's because of other factors.

If isreal wanted to nuke New Zealand they could just put a device in a container and ship it to them. I mean half of isreals nukes could be outside of isreal already.

This is just surface-to-surface capabilities. No reason to think this matters all that much unless you're trying to design countermeasures.
