IIRC, DC is "may issue", which generally means you need political connections to get a permit.
Since Bruen, isn't every issuing body required to be shall issue? Meaning they have to prove you aren't worthy, you don't have to establish good cause.
Ah, that's right. Now the only divide is if a state requires a permit or not.
