I'd take a third option.

Blast open the suez canal and cut off all international aid to every middle eastern country and tell them to figure shit out and fuck off. And leave with a warning; interfere with international commerce and they'll get saturation-bombed so hard, there will be nothing left of them. No nation building, no buildings, no cities, nothing.
