This is not about morality and anti degeneracy, this is local provincial governments running out of money and send out cross-province warrants to people not under their jurisdiction (not regionally and not legally) to trap them to turn themselves in at that province and pay the fines or face jail times. All actions by the ccp governments, no matter what moral high ground they claim, are now aimed at squeezing the last bits of money from the serfs. Previously cross-province arrests were used to squeeze money out of small private businesses, now after most small businesses have been bankrupted, they're going for individuals who made some money but can't defend themselves, namely socially awkward/autistic femcels who tried to make a couple hundred bucks writing online gay novels
