It’s all BS. The threat of making Nuclear Weapons can always be used, whereas possessing them isn’t worth it for Iran unless it is under serious threat of total annihilation by a superior or near-pear power (NK, SA, Israel, basically the entire Cold War system).

If Iraq did have WMDs, we never would have invaded them. WMDs are deterrent not a weapon.
