It's hard to believe we're still doing "voting doesn't change anything" after Trump.

Has Congress made any of his EO driven reforms permanent yet? Because this is seeming a lot like a rerun of his first term, when Trump did all kinds of great things by EO and then they were promptly reversed after his term was over.
