It's a CIA cut-out org. It's supposedly money for international humanitarian aid, but intel has been using it for decades to fund coups, regime change, environmental disasters, destabilization, etc. They got so sloppy with it under Obama, that it was hard to hide anymore, even with the media being mostly in the bag.
