I see candidates on both lists that jump out at me. Lawyer from a big DC law firm, another civil rights lawyer, a couple of big grain producers, a couple of that "hunting party" were politically connected, and... there were two Russian nationals on the plane and a Philippines cop.
They are two different stories: the victims of a tragedy and the cause of the tragedy. You only think it's strange because you've decided the cause of the tragedy isn't the pilot but the passengers.

I just thought it was strange they spoke of the figure skaters and then put all the focus on the pilot of the helicopter. Who else was on that plane?
