"Criminalized persons" is another way to paint someone as a victim/not at fault for being in prison. They were "criminalized" by the system, not because of anything they did. It's not his fault he's in prison, it's because the evil system that criminalizes people did it to him! He's a blameless victim, and therefore morally in the right.
