Yeah that is a really weird way to try to graph that data. It doesn't make sense to have a circular graph represent a distribution across a linear scale like 0-20. And then they wrote a whole paragraph just to explain it because they couldn't label the axes. Anyway, they're saying liberals allocate compassion towards universal/global things like world over your own country, nonhumans are as important as humans, compassion for aliens and paramecium, etc.
Angle really doesn’t mean anything except help give the map a rounded figure. The deeper reds and bigger the mass represents the number of people who have empathy in that specific ring. Green just means only a few of those people have empathy in that ring while red means more.
