No, it's to stop immigration COMPLETELY until we deport those who don't belong here, get control over the border and THEN put checks in place so that we have a balanced policy. If the club is over capacity because people are sneaking in through the back, the bouncers don't keep letting people in -- they shut it down and start tossing people out, do a head count, and then resume the line. That's how it's done.
