It's the bad guy allure. Women want to 'convert' a bad guy and draw him into the fold of 'all that is good and holy', but he must do so for her. He must abandon his vices and walk the path of the righteous in order to be with her. She needs to feel special in this process of redemption.
That's why serial killers get so much attention from (delusional and self-important) women. :')
I'm not even sure if it's about the redemption. It's about feeling special. They want them to be a monster. They just want to be the one person they wouldn't kill. They want them to be HER monster.
They don't want to save these guys, that's their "don't judge me society" reasoning.
What they want is their own personal monster. Someone who is bad, rebellious, and bestial to everyone else, but super sweet and loving to her (while also fucking her like only a beast could). She is special to him.
The guy doesn't even look like the original killer. The original masked killer, eyes up looked way different. They then released this dude smiling and never show the original picture of the actual masked shooter.
Another example of if the guy is ugly he is a creep, but if he is attractive then anything is fair game.
Ted Bundy had thousands of marriage proposals
As soon as I saw the guy.. "oh man, he's going to get the full Ted Bundy arrangement here."

But they also need to redeem them and mainstream them back into society, otherwise the savior component wouldn't work.

Definitely a situation that raises some eyebrows
