I've said this before: all agencies and all laws should require a sunset clause.
Sunset clause can just be extended for every department in an omnibus bill.
Agencies need a hard end date and then Congress can create a new, duplicate agency if they want to that starts from scratch with new buildings, new hires. Even if they basically just 'roll over' the old department into the new one it'll at least give a real opportunity to purge the waste and corruption.
Omnibus bills should require a blood sacrifice of at least one politician.
This is such a great idea, basically you prevent the revolving door that these current permanently embedded agencies are.
