yes, but it was never punished so...
it's one of those rules that only show up when the "wrong side" can be banned. same with brigading etc
"Rubber band laws" - rules that can be stretched to catch exactly whomever you want them to catch. Standard practice under communism and other dictatorships.
Reddit admins have been looking the other way for their pet leftist tyrants for decades all the way back to the ShitRedditSays days. They let them brigade and harass with impunity and was even proud of it.
It was punished 100% of the time when ringwingers used it.

I think it wasn't until 2015 that that bot did that.
But it was also openly known that it was against the rules even then, the admins just didn't care.
Also KIAPrime tried to ban everyone who posted on T_D or similar later that year, so you know.

Almost every subreddit run by powerjannies openly blanket bans everybody from "problematic" subreddits now.
I suspected as much. The only subs which still seem to hold out are the KIA subreddits, r/Anarchocapitalism and r/conservativememes, and even then they have to be careful not to avoid stepping on the minefield of rules that mods could weaponize against them.
