You would think if this was for testing purposes it would be easy for them to explicitly state it was for testing only on the graphic so if this happened, you wouldn't have this reaction, wouldn't you?

No, because you want to test it as it's supposed to look.

lorem ipsum exists for a reason. also layout of election result does not need to be tested. if you fuck that up from your design to live system you are not qualified for the job
