Revolutions only start when those in charge make living under the current conditions untenable. Basically life has to be so shitty that you're willing to risk getting killed or going to jail for the rest of your life on the mere chance that things get better.
Sounds like the police in England are working overtime to get everyone to that where they feel that way.
Generations of people raised with the belief that violence is always the wrong approach are making it harder to reach that point, not to mention having nearly half of the population openly supporting the tyranny. However, this is certainly an interesting social experiment to see how far they need to push to reach the breaking point of a majority of people.
These regimes will become increasingly authoritarian as the problems with their policies become more and more obvious.
That's why the 1st amendment is so important in USA, and the second to protect the first. There is no 1st or 2d amendment anywhere in Europe.
