Objectively a smart thing for Russia to do. If China were smart they'd do something like a Hong Kong for Western expats using one of their empty cities.
I would go to neither because it strikes me as a <Current Year> style policy that is not going to be a long-term plan. Just because DC is a greater threat to me than Russia/China doesn't mean Russia/China is a friend.
But if I were (eg.) one of the people in the UK looking at a jail sentence for Mean Tweets (or if I were looking at a jail sentence for defending myself against a Future Astronaut) the situation would be different.
It's more like a writing on the wall policy. It's really hard to see the govts of US, Europe, Australia being meaningfully reformed within the next 20 years. If you had a business that was profitable and you could run it remotely from behind the Russia / China internet blockages then it wouldn't be a bad idea to go there.
You legitimately have less money stolen from you by the govt in either case, and while neither regime is exactly friendly to you, they're likely to just be apathetic whereas the ZOGlobalists (or whatever you like to call it) has active hatred towards Euros. In the right circumstances that's better QoL and financial profit.
That would be smarter for Russia to do given they openly invited White South African farmers to their country.
Russia has plenty of space that they could have a former Soviet city become a LEGITIMATE sanctuary city for western dissidents, especially if you could score some like former Boeing engineers and their families which would boost Russia's technical expertise.
China, don't think they could, not just because of how sniffling authoritarian they are as shown with how Hong Kong ended up but because if they got ANY engineers, they'd look at any of their buildings and flee to Siberia than sleep in that!
