The issue is who is the arbiter for when there is clear enough evidence and when there isn't? It sounds good, but the unfortunate reality is such a policy would be weaponized disproportionately against people questioning the establishment.
In this case you literally have multiple videos of the event and can see him getting shot. Pretty clear what happened, only thing to really theorize on is the why, especially why the shooter had that opportunity.

The ones who jump in are 95% beyond saving, and 99.99% not worth saving even if you could. It's high time we remembered as a society that some life paths are inevitable dead ends and to stop wasting resources that could help people with actual potential achieve something.

There's conspiracy theorists and then there's those rejecting reality.
Conspiracy theorists work on the fact that there is a lack of evidence or clarity in an event and propose a hypothesis in order to fill the gaps.
Rejection of reality is when you have clarity and evidence but reject it because it doesn't fit an internal narrative you have in your head.
The latter is way more dangerous as when you start down that road you can quickly justify dangerous actions to maintain that narrative.
