It's even worse than that. Little kids and old people aren't committing crime except by rare exception. Take everyone under 8 and over 65 out of that 13% and what do you get? 9-10% maybe?
Imagine having a demographic that represents less than 1/10 of your population committing more than half the crime and saying it's everyone's fault but them.
Don't discount the violent tendencies of black females, their per capita homicide rates are almost as high as white men. And I'm sure 'white men' in those statistics include a lot of hispanics.

13 includes women. It’s almost all men. So 6.5%, and as you said, no young kids and mostly no one over 40.
So really it’s more like 3/52.

That's true, but when calculating the denominator you need to change it to remove all kids and older people.
I don't know which way that pushes it, but I do think it's dishonest to work on the numerator independently.
