As a North American, I could, at one point, literally just walk into Russia. I did it once. Said "yo, checking out some museums, I'll be back in about 16 hours." And the border patrol just say "Ya. Go." and you were right on in. With Russia. Anywhere in the world, even. We don't appreciate that for many countries, you need to get that shit months in advance, with background checks!
That privilege is worth a hefty chunk of political change, and if Japan threatened to get the ball rolling on stopping that privilege, of which many other countries would then follow suit now that it'd be normalized, even without getting the rapey samurreye'n'sheit back there'd still be negotiations and chips to be offered.
