I go through there randomly to buy Lego stuff for my nephews. You're right, outside of like infant toys, it's 1/3rd Legos.
Do kids even play with action figures anymore, or are they just intended to sell to collectors? I've never seen either of my nephews with action figures. The closest they have is some plush video game characters.
You'll also find the Lego locked away in a lot of stores because people keep stealing it, but the Funko pops and Star Wars/ Marvel merch just sits undisturbed on the shelves.
I go by to pick up the Jaks Pacific Mario and Sonic figures for my collection. It tends to look pretty sparse at the best of times, and this crap always ends up in clearance.
There are two sections. One is for adults, and people who think it will cost something later. Those toys are priced with that in mind. Then you have the games for actual kids. The price is lower, and the toy is likely about Fortnite or a YouTube character.
seriously when was the last time you looked at your local box store's toy aisle section. There's legit nothing there at this point asides legos

They literally can't give this shit away.
Most of mine is filled with "didn't that movie come out years ago?" toys.
Like, we still have Hot Wheels from the last Black Panther hanging there.
My local Ollie's still has ghost busters 2016 Melissa McCarthy figures

I was pleased to see the plastic toy gun arsenal was live and thriving last time I checked

Once you recognize this, it becomes very obvious.
