Because most "black specific" hair styles come with additional problems, its become a problem of racism instead of normalcy to criticize it. Dreads can be incredibly un-hygienical, weaves are sometimes ridiculously oversized and dangerous even, and so on.
So its 100% because someone got mad they had to have a professional looking appearance and they cried racism over it until it became an actual thing.
My mom retired as a VP of HR and she always drilled into my head that on interviews I should always wear a tie and have a conservative looking appearance. If the company is more relaxed then so be it, but that is solid advice. I help with the youth group at church and I pass this advice on. There was a black kid in the group who had wild braids and I suggested he get a more conventional hair style while he is out looking for jobs. He took my advice and found a job
The many criticisms you can make of it asides, the mandatory public school uniforms Louisiana had at least drilled it into everyone's head from an early age what "work vs play" appearances should be.
Now everybody has at least one good, "conservative" outfit to wear on serious occasions and knows how to actually wear it too. Some schools even made sure to teach people how to make their wild hairstyles more "acceptable" to keep them within guidelines. We had a lot of white girls with cornrows in the office regularly getting them fixed.
