But in general, the UK is a mess and has been for a long time because insufficient self defence protections. Not just in terms of tools for protection but the act of protecting yourself can get you the same amount of trouble as protecting yourself in New York.
Yeah the Brazilians do tend to murder people in the streets for organized crime rather than organized religion. But given the guy was in the UK long enough to own a van, it'd make more sense if he had previously lived in Spain, there were just way more easy avenues to enter that way.

The only reason I doubted Muslim was Brazilian nationality. As far as I can remember, Islam ain't that popular in South America.
If it was just Spanish nationality, then I'd easily believe Islamic attack.
