I think I've more xenophobic over the years, not racist as race doesn't matter to me as much as what ENVIRONMENT they came from. Some people cannot live next to others.
If I lived in Texas, I'd not want migrants from South America pouring over just like I'd not want Californians flooding the property market.
Some of it is literal place like Syria or Libya, Somalia etc as those are all places where there really isn't any society to speak of so expecting them to 'magically' integrate into a western society is useless
Others it's the people they surround themselves with like people who network within Hollywood a lot or those that run in gangs and expecting them to not cause issues.
I don't disagree with your racial implications of shithole countries, over time, but if you're talking about bringing in an immigrant or 1000 right now, you can look at the immediate environment and make a judgement call on that alone. Shithole countries drag everyone down to the low-IQ mean. Drop an intelligent Englishman into that society as a baby and he'll either end up dead or the most successful thug in the village. This changes if you're importing orphan refugees. Then you'll want to look at race directly. I don't know anything about the attacker or when he got imported though.

Case in point Somalia, that place is getting worse every year but you know what is fine and FINALLY getting recognised, Somalialand to the north that is stable thanks to the fact when they were under British rule, the Brits only cared for the port and left the tribes alone so years later after a civil war, they had tribal elders with authority that could call for a ceasefire and it would be respected.
Libya and Syria got fucked up because other countries got involved in a domestic civil war. We owe nothing to take in migrants afterwards but we can definitely blame our war hawk politicians in the West getting involved in situations that they don't understand the cultural ramifications of their interference.
