It will take longer for a new Elder scrolls than morrowind-Skyrim at this point. It will take longer for a gta6 than gta3-5. The drastic drop in quality is insane considering the timeframes they have. By comparison Helldivers 2 was almost 8 years with a far smaller studio, complete change of every thing considered the first was a top down shooter while bringing quality and still only being 50 bucks.
I know I don't have outright proof yet but I am convinced of it now that the length production times are purely because of the ESG money so they can fake growth and make it look like they're doing something while they collect payments. This is a likely explanation for me on why they do these shitty teaser trailers that don't show anything and are just terrain renders or fancy liquid simulations with some 'epic' music. It's a form of government sponsored funding that encourages people to do nothing but hire people who have nothing to do with the industry.
Suicide Squad game was 7 years in production, the Batman trilogy was 8 years. It took about the same time to create 1 bad game as 3 great ones.
