What I'd bet is that nobody said anything about it one way or another. No instructions to add, no instructions to remove. The programmers, wanting to make a game that will sell, add basic-bitch boob physics because completely static tits on characters that have them would be extremely odd. Nobody approves because it's just an intrinsic aspect to the character like adding cloth simulation on a character with robes.
Eventually, some Leftist goes: "MAMALLIAN BREASTS?!!! IN A GAME I REFUSE TO PLAY?!!! IN CURRENT YEAR?!!!"
And then everyone turns around and claims plausible deniability so they can't get in trouble. No one looks into it because there's no point into launching that level of an investigation; and everyone knows that no one is actually upset about it.
Yeah, because there's boob physics and then there's boob physics. As everything else gets more realistic, static breasts look more awkward, like the character is made of plastic, if they don't bounce a little.
Its pretty noticeable in anime when the big titty waifu runs down a flight of stairs without even a little bounce at the end. Of course that's in 2d where it's less realistic, and the bounce has to be animated by hand. Leaving it out is much more noticeable in 3d, and implementing such basic physics interaction is trivial in any modern engine. (Rigging and modeling might need to account for it, but it's become easier from that end too.)
There's a big difference between gainaxing with each breast having its own physics calculation and taking over a full second to come to rest, and a character's breasts taking just a split second to catch up to a change in velocity. The first looks silly and sexualized (not that there's anything wrong with that in the right situation) while the second is basically needed for an animation to feel satisfying at all if the character is sufficiently realistic and has a medium sized or larger bust.
Agreed on all parts. My only issue is that if RDR2 has horse testicle physics by someone who wasn't a zoophile programmer, I can assume that some dedicated programmer worked on boob physics for months without ever even contemplating that his work could be taken as "boob physics" rather than "appropriate animation".
I dont think he cares. He was already on Twitter telling the usual suspects "Fuck off" when they were complaining about characters in the game being too sexy.
The usual suspects have found their "enemy" and they will forever attack him using any new fodder they can find on social media even if he does a 180.
